The Hunger Games is primarily designed to oppress and control the districts in Panem. What other forms of the Capitol's control do the people in District 12 experience?
Mostly fear: most of the people in District 12 are afraid to take a stand or show they’re worth more than what the Capitol thinks. For example, if you utter even a mere insult about the Capitol, then they kill you. This has happened few times, but the districts know what happened. Another example is District 13, in the book they talk about how sometimes on their few hours of television they will show District 13’s remains to remind them that they can’t rebel and if they dare to: that will happen. And also if they rebel and are at a certain age, they will be turned into an Avox, and have to be a servant for the rest of their life.
Most people are afraid to take a stand because if they try to say something an if the capitol people don’t like it then , then they will hurt them . for example they would kill them if they didn’t like what they said , its kinda fair just not all the way there.
If you disobey the District or try to escape, you will be turned into an avox for the rest of your life, or a servant. The District is very strict. You cannot try doing suicide to get out of the hunger games. The Government has it set up to where you can't even try.
In district 12 government oppression is everywhere. With the electric fence that stops the people from leaving there district and getting the animals to feed to their families. Also the capitol will monitor you so you can't talk bad or try and plot to take down the capitol. It is like a dictatorship, where if you talk bad about the dictator you could be killed, they could take away your family or other things like Adolf Hitler he sent many people to die if they didn’t agree with what he said. That’s why fear is something the capitol would use to keep control on all the districts, including district 12.

distric 12 is being controld by the capital a rich sosity of people that love watching people die. the control distric 12 by peace keeps there like cops but mean bussness when it comes to someone breaking a law. distric 12 is also garded by a 20 foot electric fence that isnt always powerd up.so i think that the capital does a poor job of protecting the distics

The people in district 12 experience hungar,violence,controlled etc. Hungar by the district dont gives them much food. Violence by having the annual hungar games every year and haveing 2 people form their district to go and fight for your lives. controlled by if you try to escape from your dictrict you will be turned into an avox by getting your tounge cut off.

Most people are afraid to talk out because they might get killed/hurt over something the capitol doesn’t agree with. They had no freedom of speech because if they said something, something would happen to them like the Avox girl that got her tongue cut out. That relates to the real world by sometimes if you insult a country/state you could get killed and that’s basically what happens in The Hunger Games.

Katniss saved her sisters life, volunteering for the hunger game is very unusual in District 12 and extremely rare. Also you are not allowed to leave the district or the government will arrest you or even kill you, the government controls the amount of food you eat, if you rebel against the capitol and are at a certain age then they will turn you into an Avox, which means they cut your tongue out so you can’t talk anymore and they permanently make you a servant.

The fence is then turned off for a few hours, allowing the brave people of District 12 to hunt for food for their families, as Katniss Everdeen and Gale Hawthorne do. Within these few hours of electricity District 12 has, they are allowed to watch TV. Except, the Capitol shows the remains of District 13. District 13 rebelled against the Capitol, causing District 13 to be demolished. They show the remains of this District on TV to show the other Districts that if they try to rebel against the Capitol, the same thing will happen to their District.
